The opening ceremony was visited by:

- Georgy Poltavchenko, Governor of St. Petersburg,
- Vyacheslav Makarov, Chairman of the Legislative Assembly of St. Petersburg
- Sergey Kraevoy, Deputy Minister of Health
- Evgeny Shlyakhto, Director General of the Almazov Federal Centre.
New Rehabilitation Complex for Children provides unique facilities for treatment and in-patient rehabilitation of children of all ages including extremely low weight newborns, children with congenital and somatic pathologies, post-cardiosurgical and neurosurgical patients and pregnant women. In particular, medical care will be provided for children with cardiovascular, endocrine, orphan and oncological diseases, as well as children after organ and bone marrow transplantation from all Russian regions. There are three in-patient departments with 180 beds.
The structure of the new complex includes physiotherapy and thermotherapy departments, a therapeutic physical training unit, and hydrotherapy department with swimming pools. The out-patient clinic is designed for 200 visits per day and meant for consulting and diagnostic assistance to children of all ages. The Rehabilitation Complex for Children will work within the programmes of treatment and follow-up care based on the principles of succession within one institution and collaboration with the medical institutions of St. Petersburg and other regions of the Russian Federation.
The opening ceremony was held together with the meeting of the Board of Trustees of the Almazov National Centre headed by Valentina Matvienko.
During the meeting, the development strategy of the Almazov National Medical Research Center and the Scientific and Educational Medical Cluster «Translational Medicine» for 2017—2018 was approved.
In addition, in order to train highly qualified personnel for high-tech medical care in Russia and for innovative development of national health care, it was recommended to organize an exclusive medical educational programmes and to establish the Scientific and Educational Complex within the Almazov National Centre.
