Legislators have now prepared a draft federal law “On Amendments to Article 31 of the Federal Law on Education in the Russian Federation.” The legislative initiative was initiated by Chair of the Federation Council Valentina Matvienko and Chair of the Federation Council Committee on Science, Education and Culture Liliya Gumerova.
As stated in the explanatory note, in pursuance of the Presidential Decree and in accordance with Governmental resolutions from 2018 to 2024 Almazov National Medical Research Centre has been carrying out an educational experiment to implement the higher education program in General Medicine. The experiment aims to ensure the modernization and innovative development of the system for training medical specialists based on the achievements of basic and applied research and in line with modern labor market needs.
According to Lilia Gumerova, 769 students are currently receiving the specialist’s degree at Almazov Centre. There was a very high competition during the admission campaign in 2022 (57 applicants per place). The educational process in Almazov Centre involves practical orientation, close integration of science and education, involvement of scientific leaders.
“The four-year Centre’s experience of implementation of the specialist's program shows that the ongoing experiment is successful and confirms the need to provide scientific institutions in general with the opportunity to implement such programs. Taking into account the successful participation of the Centre in the experiment, the draft law proposes to entitle it to continue the specialist's program without additional procedures,” explained Lilia Gumerova.
The authors of the law are sure that this will allow to train even more highly qualified specialists needed for technological development and modernization of the country's economy.
